COSASC Committee & Non Committee Structure and Roles

The following is the existing Committee and non Committee structure and roles at the City of Sunderland Amateur Swimming Club (CIC).

It should be noted that further information about the Executive Committee roles can be found on the City of Sunderland Amateur Swimming Club (CIC) ‘Articles of Association.’ (Although these need not necessarily be confined to the three traditional roles of Chair, Secretary and Treasurer). 

Voting rights and Committee decision making is presently made by the Chair, Secretary, Treasurer, Membership, Workforce, Competition, Welfare, Marketing, Fundraising, Sponsorship and Home Meet Managers.

 

Executive Committee Roles.

 

CHAIRPERSON
Role
Responsible for the efficient functioning of the club, the implementation of good practice and child protection
policies within the club.

Main Duties
• To chair and control the meetings of the management committee
• To be involved, where appropriate, in the coordination of all club activities

• In conjunction with the secretary present the annual report
• In conjunction with the treasurer present the annual accounts
• Consult with the secretary on the content of the agenda and minutes of meetings
• Keep up to date on ASA laws, regional rules and club constitution
• Ensure that statutory documents and other returns are filed on time
• Advise the treasurer on the use and investment of club funds
• Report to the officers of the management committee at the first opportunity of any instant decisions taken, and

  ensure that all policy decisions are ratified by the management committee

SECRETARY
Role
To ensure the smooth running of club and all administrative requirements

Main Duties
• Deal with the day to day running of the club including all correspondence
• To process and deliver appropriate forms and information to and from county, regional and national ASA departments
• Call committee meetings and AGM, prepare agenda, take minutes and provide officers with copies
• Liaise with the Swimming and Competition secretary to ensure that pools are booked for all teaching and

  training sessions as well as all events hosted by the club
• Book venues for Committee Meetings and AGM
• Act as the main point of contact for your club for the county, regional and national ASA

• To perform the role of Chair in the absence of the chair person.

WORKFORCE MANAGER
Role
Co-ordinating the recruitment and organisation of all volunteers within the club, both gala and non gala volunteers.

Role

Role
To be responsible for the receipt of internal complaints from Squad Managers, the implementation of good practice and child protection policies within the club

• To ensure all possible child protection concerns (urgent and non urgent) are dealt with following the ASA Child

   from the ASA
• To ensure Swim line is promoted by the leaflet on the club notice board
• To raise awareness of good child protection practice with the teachers and coaches through the ASA/Sports

  Coach UK Good Practice and Child Protection workshop.
• To ensure volunteers (other than teachers and coaches) within the club are introduced to good child protection

  practice through the NSPCC module, Keeping Children Safe in Sport.

MEET MANAGER (Home Galas).
Role
To lead a team responsible for the effective delivery of home galas.

Main Duties
• Produce an annual plan for home based galas

• Organise the activities, agenda and reporting to the gala committee.

• Book competition pool time with centre.

• Promote COSASC galas through the appropriate media and communication channels.

• Apply for an ASA licence and manage any follow up activity.

• Liaise with other clubs and deal with any issues arising.

• Advise the team of gala arrangements
• Set up the meet and manage entries in the appropriate software.
• Liaise with the Workforce Co-ordinator to ensure appropriate volunteers are available.

• Appoint and manage appropriate technical officials to ensure compliance with the required standards.

• Liaise with centre staff to ensure the adequate provision of their staff and equipment for the gala.

• Liaise with external partners, sponsors, suppliers as deemed necessary to promote the gala and maximise revenue.

• Produce a meet programme, start lists and any other documentation necessary to facilitate the smooth running of the gala.

• Liaise with both technical officials and timing room staff to ensure any issues are quickly dealt with.

• Manage any poolside entries and advise changes of schedule to timing room staff.

• Act as safety officer for the gala and liaise with the announcer and centre staff to ensure full compliance.

• Act as a single point of contact on behalf of the club during the running of the gala.

• Liaise with the referee upon completion of the gala and ensure that the ASA Referees report is completed and submitted.

• Complete and submit the ASA promoters report.

• Submit electronic results to the ASA rankings if appropriate.

• Prepare appropriate financial documentation for the Club Treasurer.

• Prepare a gala reports and updates to the committee.

Role

Key Club Roles

 

Squad Manager

Role
To provide a point of contact for parents and a communication link between the committee/coach and parents.

• Work closely with the coach(s) and committee to provide a communication link with the parents.

• Hand out documentation / letters etc to parents and collect them where necessary.

• Completion of miscellaneous tasks for the coach such as the photocopying of gala sheets.

Disabled Swimmers Representative.

To liaise with the Club Secretary in relation to disabled swimmer issues.

 

Home Gala Roles

 

Gala Officials.

Referee

The referee shall have full control and authority over all officials, approve their assignments, and instruct them regarding all special features or regulations related to the competitions. He shall enforce all rules and decisions of FINA and shall decide all questions relating to the actual conduct of the meet, and event or the competition, the final settlement of which is not otherwise covered by the rules.

The referee may intervene in the competition at any stage to ensure that the FINA regulations are observed, and shall adjudicate all protests related to the competition in progress.

 When using finish judges without three (3) digital watches, the referee shall determine placing where necessary. Automatic Officiating Equipment, if available and operating shall be consulted as stated in SW 13.

The referee shall ensure that all necessary officials are in their respective posts for the conduct of the competition. He may appoint substitutes for any who are absent, incapable of acting or found to be inefficient. He may appoint additional officials if considered necessary.

At the commencement of each event, the referee shall signal to the swimmers by a short series of whistles inviting them to remove all clothing except for swimwear, followed by a long whistle indicating that they should take their positions on the starting platform (or for backstroke swimming and medley relays to immediately enter the water). A second long whistle shall bring the backstroke and medley relay swimmer immediately to the starting position. When the swimmers and officials are prepared for the start, the referee shall gesture to the starter with a stretched out arm, indicating that the swimmers are under the starter’s control. The stretched out arm shall stay in that position until the start is given.

The referee shall disqualify any swimmer for any violation of the rules that he personally observes. The referee may also disqualify any swimmer for any violation reported to him by other authorised officials. All disqualifications are subject to the decision of the referee.

 

Starter

The starter shall have full control of the swimmers from the time the referee turns the swimmers over to him (SW 2.1.5) until the race has commenced. The start shall be given in accordance with SW 4.

The starter shall report a swimmer to the referee for delaying the start, for wilfully disobeying an order or for any other misconduct taking place at the start, but only the referee may disqualify a swimmer for such delay, wilful disobedience or misconduct.

The starter shall have power to decide whether the start is fair, subject only to the decision of the Referee.

When starting an event, the starter shall stand on the side of the pool within approximately five metres of the starting edge of the pool where the timekeepers can see and or hear the starting signal and the swimmers can hear the signal.

 

Clerk of Course

The clerk of course shall assemble swimmers prior to each event.

The clerk of course shall report to the referee any violation noted in regard to advertising (GR 6) and if a swimmer is not present when called.

 

Chief Inspector of Turns

The chief inspector of turns shall ensure that inspectors of turns fulfil their duties during the competition.

The chief inspector of turns shall receive the reports from the inspectors of turns if any infringement occurs and shall present them to the referee immediately.

 

Inspectors of Turns

One inspector of turns shall be assigned to each lane at each end of the pool.

Each inspector of turns shall ensure that swimmers comply with the relevant rules for turning, commencing from the beginning of the last arm stroke before touching and ending with the completion of the first arm stroke after turning. The Inspector of Turns at the starting end of the pool, shall ensure that the swimmers comply with the relevant rules from the start and ending with completion of the first arm stroke. The inspectors of turns at the finish end shall also ensure that the swimmers finish their race according to the current rules.

In individual events of 800 and 1500 metres, each inspector of turns at the turning end of the pool shall record the number of laps completed by the swimmer in his lane and keep the swimmer informed of the remaining number of laps to be completed by displaying “lap cards”. Semi-electronic equipment may be used, including under water display.

 Each inspector at the starting end shall give a warning signal when the swimmer in his lane has two lengths plus five (5) metres to swim to finish in individual events of 800 and 1500 metres. The signal may be repeated after the turn until the swimmer has reached the five (5) metres mark on the lane rope. The warning signal may be by whistle or bell.

Each inspector at the starting end shall determine, in relay events, whether the starting swimmer is in contact with the starting platform when the preceding swimmer touches the starting wall. When Automatic Equipment which judges relay take-offs is available, it shall be used in accordance with SW 13.1.

Inspectors of turns shall report any violation on signed cards detailing the event, lane number, and the infringement delivered to the chief inspector of turns who shall immediately convey the report to the referee.

 

Judges of Stroke

Judges of stroke shall be located on each side of the pool.

Each judge of stroke shall ensure that the rules related to the style of swimming designated for the event are being observed, and shall observe the turns and the finishes to assist the inspectors of turns.

Judges of stroke shall report any violation to the referee on signed cards detailing the event, lane number, and the infringement.

 

Chief Timekeeper

The chief timekeeper shall assign the seating positions for all timekeepers and the lanes for which they are responsible. There shall be three (3) timekeepers for each lane. If Automatic Officiating Equipment is not used there shall be two (2) additional timekeepers designated, either of whom shall be directed to replace a timekeeper whose watch did not start or stopped during an event, or who for any other reason is not able to record the time. When using three (3) digital watches per lane, final time and place is determined by time.

 The chief timekeeper shall collect from the timekeepers in each lane a card showing the times recorded and, if necessary, inspect their watches.

The chief timekeeper shall record or examine the official time on the card for each lane.

 

Timekeepers

Each timekeeper shall take the time of the swimmers in the lane assigned to him in accordance with SW 11.3. The watches shall be certified correct to the satisfaction of the meet Management Committee.

Each timekeeper shall start his watch at the starting signal, and shall stop it when the swimmer in his lane has completed the race. Timekeepers may be instructed by the chief timekeeper to record times at intermediate distances in races longer than 100 metres.

Promptly after the race, the timekeepers in each lane shall record the times of their watches on the card, give them to the chief timekeeper, and if requested present their watches for inspection. Their watches must be cleared at the short whistle of the Referee announcing the following race.

Unless a video backup system is used, it may be necessary to use the full complement of timekeepers even when Automatic Officiating Equipment is used.

 

Chief Finish Judge

The chief finish judge shall assign each finish judge his position and the placing to be determined.

 After the race, the chief finish judge shall collect signed result sheets from each finish judge and establish the result and placing which will be sent directly to the referee.

 Where Automatic Officiating Equipment is used to judge the finish of a race, the chief finish judge must report the order of finish recorded by the Equipment after each race.

 

Finish Judges

Finish judges shall be positioned in elevated stands in line with the finish where they have at all times a clear view of the course and the finish line, unless they operate an Automatic Officiating device in their respective assigned lanes by depressing the “push-button” at the completion of the race.

After each event the finish judges shall decide and report the placing of the swimmers according to the assignments given to them. Finish judges other than push-button operators shall not act as timekeepers in the same event.

 

Marshall.

Responsible for ensuring that swimmers report in prior to their heat. Place swimmers in lane order and arrange for escort to starting block area.

 

 

 

Gala Support Roles.

Organiser & Co-ordinator.

Calculate how many tables and chairs are going to be needed, write up the floor plan with this on and hand a copy to the Duty manager 1-2 weeks before the gala. Follow up to make sure this has been done. Also ask for the tea and coffee to be organised by the centre for on the day, make sure they have plenty of milk. Buy small juice cartons or provide jugs of cordial for on the day, receipts to gala treasurer. Liaise with the centre and the city council for extra food in the coffee pod. If any extra stalls are needed such as make sure that this has been granted by the committee before you agree. If the gala is a festival theme arrange for spot prizes (t-shirts with gala logo on, see Sam Burdess to order), whistles, clappers (blow up ones) horns etc. Ensure all volunteer roles are covered and where necessary cover is arranged for roles. Also involved in the arrangement for medals, entry tickets, posters and floats for all sections. During the gala meet and greet external officials and visiting coaches. Hours 7.30am until finish.

 

Health and Safety Officer.

Ensure that the gala complies with all health and safety requirements, continually checking to ensure compliance during the gala.

 

Announcers.

Two announcers to deliver announcements before and during the gala.

 

Timing Room Staff.

 

Control-room Supervisor

The supervisor shall supervise the automatic timing operation. Responsible for checking the results from computer printouts, checking the relay exchange printout and reporting any early takeoffs to the referee.

The supervisor may review the video used for backup timing to confirm early takeoff, control withdrawals after the heats or finals, enter results on official forms, list all new records established, and maintain scores where appropriate.

 

 

Door Staff.

One person is required for the entrance to the north seating area and one for the entrance to the south seating area. Responsibilities include; taking responsibility for cash box, photography book, programs and tickets. You are expected to arrive by 7.30am to collect all items and setup. Upon completion of the days events, put all items away ready for the next day and to hand over cash to gala treasurer. Hours, 7.30am until finish.

 

Sweet Shop.

Collect sweets and drinks from warehouse or local shops using approx £300 from fund raising. Set up shop and label all sweets with prices. Start bagging 50p mix ups ready for quick sales. Collect £5 float from treasurer. Go round the crowd selling mix ups and drinks from a cool box. (Drinks pre-chilled at home). Remain until all persons have left (as there is normally quite a demand for sweets from the swimmers after the gala). Return sweets etc to store room. Cash up days takings, hand in to fund-raising. At the end of weekend return the float back to the treasurer. Any sweets left over after the gala go to the shop. Hours, 7.15am until finish.

 

Raffle – Leader.

Organise the collection of raffle prizes in conjunction with fundraising manager. Collect raffle tickets, hand receipt into fund raising. Wrap some of the prizes up in clear wrap and ribbons to look more attractive on the day etc. Separate the raffle prizes for first and second day. Store prizes in the club shop. Set up raffle stall on the day. Collect and sign for float from treasurer. Sell raffle tickets at entrance, in seating areas and to coaches etc. At the end of the day, cash up and hand takings to fund -raising. Any unclaimed raffle prizes save for the next day. Any prizes remaining at the end of the gala to be stored in the club shop. Hours, 7.30am until finish.

 

Water Co-ordinator.

Prior to gala – find the cheapest place for sports cap still plain water. Buy approx 240-300 bottles, (24 in a case 10-15 cases). Take receipt to gala treasurer for your refund. Store the water in the back of the timing room, fill the fridge to the brim. Switch on the night before the gala to chill. On the day of the water rotate the stocking of the fridge so water is always chilled when giving out. Water is given to officials, helpers and coaches, go round at 9am, 11am, 1pm and 3pm if any other officials need extra water give it them. At the end of the day fill the fridge ready for the following day. If you run out of water on the second day go shopping. Hours 8.00am to 3.00pm.

 

Book Stall.

Set up the books the night before if possible stay till the end of Friday night training session to sell some books prior to the gala. On the Saturday, set books up if not already done, get some printed slips advertising book sales and give out to spectators at entrance. Go around again at lunch time on the other side of pool and hand out to spectators. Ensure that the announcer is regularly promoting the book stall to spectators. At the end of the first day rearrange books ready for the following day, (leave on table). At the end of the gala, bag the books up and deposit in the club shop for Fiona Sharp.
